Regulating Cyber Militia

Today I stumbled upon an academic paper written by Dan Jerker B. Svantesson named “REGULATING A ‘CYBER MILITIA’ – LESSONS FROM UKRAINE, AND THOUGHTS ABOUT THE FUTURE”.
